Error ORA-00054
Descripción: resource busy and acquire with NOWAIT specified
Causa: The NOWAIT keyword forced a return to the command prompt because a resource was unavailable for a LOCK TABLE or SELECT FOR UPDATE command.
Acción: Try the command after a few minutes or enter the command without the NOWAIT keyword.

Vigilad que no se os haya quedado zombie ninguna sesión.
Me acaba de pasar y se soluciona matando las sesiones inactivas y volviendo a entrar.

La solucion que puedes hacer es reiniciar el servidor de BD, si no despega el usuario es necesario que compiles todas las vistas y los procedimientos que tiengas y vuelves a probar nuevamente. Eso lo hice y quedo OK.
